How can we change lawyers’ behavior?

I appreciate that you’re trying to cover a lot of information in a small space/picture, but I’m not convinced you’ll change lawyers’ behaviour by dint of any or all of these. It requires something much more seismic, which hardly ever happens — whether that be driven by the market, clients or peer pressure. Lawyers have to want to change, and that’s where the difficulty lies.
